SUMMARY: Under the general supervision, the Assistant Town Attorney provides a wide range of legal services and counsel including, but not limited to, municipal court, affordable housing and contract issues, to the Town Attorney, Town Council, Boards and Commissions, and Departments of the Town of Telluride.

Salary Range: Min $ 105,189 – max $ 152,525

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Legal Services

  • Advise Town Staff and Town elected and appointed officials of federal, state and local laws, procedures, and policies
  • Research and provide legal opinions as needed for:
    • Interpretation of ordinances
    • Applications for exemption from real estate transfer tax
    • Deed restrictions
    • Contracts
  • Summarize available legal and policy options as applicable
  • Interpret relevant laws, rulings and regulations
  • Prepare and review legal documents such as:
    • Contracts, transactional documents, resolutions, ordinances, intergovernmental agreements
    • Legal opinions and correspondence
    • Documents for Telluride Housing Authority evictions
    • Forms for use by Town staff
  • Identify potential and actual legal issues raised by Town policies, practices and actions and recommend a course of action to address such issues
  • Represent the Town in negotiations and administrative proceedings
  • Prosecute cases in Municipal Court
  • Draft, monitor, and participate in the review and preparation of cases for litigation, including drafting pleadings and conducting discovery
  • Assist with and review responses to Colorado Open Records Act (CORA) requests as pertinent to legal issues
  • Stay up to date on changes in the legal landscape
  • Keep Town Attorney apprised of the status of projects and potential problems
  • Other tasks and special projects as assigned

Administrative Duties                    

  • Compose routine letters and memoranda
  • Schedule, coordinate, and confirm court dates, appointments and meetings
  • Respond to inquiries regarding municipal court, code requirements, regulations, policies and procedures, and general information 
  • Assist with public record requests including coordination with other Town departments
  • Prepare materials for Town Council packets
  • Responsible for general office records and document management consistent with Colorado Open Records Act
  • Assist Town Attorney with scheduling, agenda, public notice and meeting set-up

MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):

Juris Doctorate from an ABA-accredited U.S. law school is required;  Admission to practice law in the State of Colorado and must be a member in good standing of the Bar of the State of Colorado; Minimum of two (2) to five (5) years of experience as a practicing attorney; relevant experience in land use, zoning and development matters and related legal areas of real property, contracts, public finance, human resources, housing law, local government law, and prosecutorial work (specifically Municipal Court) is preferred. 

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Knowledge of: Colorado law and relevant federal laws and regulations; local government and/or municipal law with a base of knowledge in land use, zoning, development, and municipal law; legal research techniques; documentation preparation; case management; legal terminology; ethical and professional conduct; court procedures.

Skill in: working with quasi–judicial boards and commissions, real property issues, business contracts, public finance, human resources, administrative processes, and procedure; legal writing and research; analytical thinking; communicating effectively both orally and written; developing and maintaining interpersonal skills; presenting at a variety of public meetings in front of audiences; Word processing and presentation software; problem-solving.
