Salary Range: $70,000 – $92,000

SUMMARY
The position is responsible for the administration, coordination, and management of the Streets,
Grounds, Facilities, and Capital Improvement projects within the Department while exercising a high
degree of trust, integrity, and confidence. This position requires an in-depth knowledge of public works
and municipal operations, a high level of problem-solving ability, self-initiative, and the ability and
willingness to work most of the time without direct supervision. The Director will use independent
discretion and judgment within established organization values, policies, and procedures and represent
the Town as necessary during interactions with the public, business, and other organizations.

ESSENTIAL DUTIES
The following statements include essential functions of the job and do not include other nonessential
duties that may be required.

• Manages the day-to-day operations for all of the Town’s streets, grounds, and buildings.
• Responsible for overseeing all aspects of a facility’s maintenance, operations, and
upkeep, including managing staff, coordinating repairs, implementing preventive
maintenance programs, ensuring safety compliance, and developing long-term facility
improvement plans.
• Manages the development and implementation of the Department goals, objectives,
policies and priorities for each assigned service area; prepare and supervise the
preparation of the Town’s long- range growth and development plans and programs.
• Provides leadership to the Streets, Grounds & Buildings staff. Ensures that Streets and
Grounds Staff has the resources necessary to carry out their responsibilities.
• Responsible for facility and infrastructure improvements and projects. Initiates and
assists in the acquisition of grants, easements, encroachments, rights-of-way, etc.;
reviews work activities to ensure efficient and safe operations and conformance with
established State, County, and Town standards, regulations and policies.
• Assists with Annual Risk Audit for all Town facilities.
• Availability to work after normal hours, weekends and on call as needed for snow
plowing maintenance.
• Assists with annual Town budget, prepares cost estimates and capital improvement
projects.
• Participates in the preparation, implementation, and administration of the Town’s capital
improvement plan.
• Plans, implements, and manages new and existing departmental programs and
procedures for the delivery of customer service. Customers include the general public,
business and property owners, construction contractors and developers.
• Drafts and reviews requests for proposals, bids, construction documents.
• Participates in relevant permit and development reviews and meets with developers and
their engineers/planners; assists with technical issues of permitting matters.
• Checks relevant permit and development applications submitted by developers for
technical adequacy and conformance to municipal standards and specifications.
• Responds to common inquiries or complaints from customers, regulatory agencies,
members of the business community, and the public.
• Maintains and enforces standards, policies, and other criteria necessary to ensure the
efficient and responsive delivery of services to users of the Town’s public infrastructure.
• Oversees the Town’s code compliance program.
• Supports and integrates sustainability into programs and projects that produce
efficiencies, increases conservation, and improves air and water quality.
• Attends Board meetings as needed, making presentations and whatever is necessary to
communicate the needs of the organization to the Board so that they have adequate
information to make good policy decisions.

KNOWLEDGE, SKILLS & ABILITIES
• Knowledge of municipal / public works operations.
• Knowledge of public infrastructure maintenance.
• Knowledge of civil engineering principles, particularly for utility and roadway
construction.
• Knowledge of the Town and the Town Code.
• Ability to communicate effectively orally and in writing with the Board, developers,
contractors, property owners, employees, and the public.
• Ability to prepare and analyze technical reports and data.
• Ability to establish effective working relationships with developers, other employees,
and other public and private agencies.
• Ability to apply management principles to supervise staff.
• Ability to read, analyze, and interpret common scientific and technical journals, and
legal documents.
• Ability to respond to common inquiries or complaints from customers, regulatory
agencies, or business community members.
• Ability to effectively present information to public groups and other public and private
agencies.

EDUCATION & EXPERIENCE
• Bachelors degree in public works, construction management, engineering or related
field, and minimum five (5) years related experience including minimum two (2) years
supervisory experience; or an equivalent combination experience and training.

SPECIAL REQUIREMENTS/ KNOWLEDGE
• Must posses a valid Colorado driver’s license.
• Understanding of/ Familiarity with:
o Principles related to public buildings, and capital facilities planning and
development, applicable Town policies, laws and regulations affecting
Department activities.
o Principles and practices of budgetary development, control, and administration.
o Techniques and methods of preparing designs, plans, specifications, estimates
and reports for proposed municipal facilities.
o Principles and techniques of project management.

.Will also travel to local offsite meetings after normal work hours and may be

trenching and confined spaces.
• Exposure to dust, fumes, odors, moving parts and hazards associated with inspections,
getting into trenches and operating construction equipment.
