Paul Taske

Paul Teske, CU Denver

Paul Teske was named dean of the University of Colorado Denver School of Public Affairs in 2008. Also in 2008, the CU Regents and CU President named Dean Teske as a University of Colorado Distinguished Professor, one of only 90 scholars across all fields in the University of Colorado system, and the first ever honoree on the downtown Denver campus.

Teske has been part of $5 million in grants and contracts and has written eight books and 75 journal articles and book chapters on topics in education, regulation, economic development, and urban policies. As an engaged scholar, Teske has advised the state’s Department of Regulatory Affairs and the Denver Public School’s School Improvement Grant committee. He was appointed by Governor Ritter to the state’s P20 System Transformation Committee and by Governor Hickenlooper as Colorado at-large representative to the federally funded Regional Education Laboratory.

He currently serves on the nonprofit boards of CiviCO and the Colorado Student Leadership Institute, and previously served on the boards of Great Education Colorado and Catapult School Leadership.

Melissa Wiley

Melissa Wiley, Town of Erie

Melissa Wiley is the deputy town administrator for Erie, Colorado. Prior to joining Erie, Melissa led Denver Peak Academy, the innovation and analytics team for the City and County of Denver. Melissa holds an MPA from the University of Pennsylvania where she completed internships with the U.S. Department of State and the Children’s Hospital of Philadelphia. Her passion for public service started when she served as a research assistant for the former U.S. Economic Advisor to Northern Ireland during the Peace Process. Melissa is currently writing a memoir about a childhood dog attack and coming of age as a disfigured girl in America. In her spare time, she works with high school students on an anti-bullying and storytelling curriculum. She lives in Erie, Colorado with her husband, daughter, and dog. Her mission is to restore resident faith in public service and to build a world where beauty is redefined for women and girls.

Seth Hoffman

Seth Hoffman, City of Lone Tree

Roundtable Topic: Get Involved!?: You’re part of CCCMA – great! Where else can you pitch in – outside your organization and within? How much is too much?

Seth Hoffman was named City Manager for the City of Lone Tree on November 1, 2013. Hoffman has served in various roles for Lone Tree since 2005, including Deputy City Manager and Economic Development Director. During this time he conducted successful expansion, retention and relocation negotiations on a large number of high-profile projects, including Kaiser Permanente, Charles Schwab, Health One, and Cabela’s. 

As Lone Tree has grown since his arrival in 2005, Hoffman has overseen a wide variety of projects, including design and construction of Lone Tree’s Municipal Offices in 2007 and the $22 million Lone Tree Arts Center in 2011. For several years, he worked with the Regional Transportation District and local stakeholders to facilitate the funding and construction of the Southeast Light Rail Extension in Lone Tree, which was completed in 2019. 

As City Manager, Hoffman is Lone Tree’s Chief Appointed Official and provides professional leadership for Lone Tree’s Police, Finance, Economic Development, Administrative Services, Public Works, Arts Center and Community Development Departments, and facilitates the work of the City Council by implementing the all elements of City Council’s goals and policies.

Prior to joining the City of Lone Tree, Hoffman also worked at the City of Grand Junction and in the private sector.

Pam Davis

Pam Davis, City of Boulder

For the past eleven years, Pam Davis has worked on behalf of communities to promote equity, partnership, and innovation. Pam is currently Assistant City Manager for the City of Boulder, Colorado, where she works with her talented team to address adaptive challenges. Prior to Boulder, she has served in four other cities: Sierra Vista and Goodyear, Arizona, and Fort Collins and Estes Park, Colorado. She is also currently Chair of CivicPRIDE, the nation’s first professional association dedicated to advancing LGBTQIA+ leadership in local government. Leading Civic PRIDE is her effort to be the person she needed when she was younger.

Pam holds a Bachelor of Arts in Government from Smith College and a Master of Public Administration with a concentration in Urban Management from Arizona State University, where was honored to be a Marvin Andrews Fellow. 

 

Miranda Fisher

Miranda Fisher, Town of Nederland

Roundtable Topic: Growing Your Team Within- Successful Recruitment & Fostering Talent Already in Your Organization

Miranda Fisher is the Town and Zoning Administrator for the Town of Nederland, the town where she grew up! Miranda started with the Town of Nederland in August 2019 as the Town Clerk. Within six months, she was promoted to Deputy Town Administrator/Town Clerk, and in June 2020, was named Town and Zoning Administrator. Miranda has a Master’s in Public Administration from Penn State and is currently working on her Doctorate in Public Administration. Miranda considers herself to be a leadership fanatic and will try and participate in any training she can, including her current enrollment in the High Performance Leadership Academy program through ICMA. When Miranda is not working or studying, she enjoys traveling and loves to stay in very unique AirB&Bs like a tree house in West Virigina, a VW bus on the Mississippi River, or an airplane in Phoenix. 

Janell Sciacca

Janell Sciacca, Town of Fairplay

Roundtable Topic: Managing It All – Tools, Tips, Tricks, and Best Practices for dealing with emergencies while still getting your normal day-to-day tasks done and maintaining a home life outside of work.

Janell has been working in local government for over 30 years. She began working as a summer intern for Teller County Government right out of high school and then returned following Jr. College to work for Teller County as Assistant to the County Commissioners for 6.5 years. She relocated to Phoenix, AZ in 1996 to attend Arizona State University, and during that time she worked for Intel Corporation and the City of Chandler, AZ. The mountains of Colorado called her back in 1997 where she accepted the position of Deputy City Clerk with the City of Woodland Park. During part of her 11.5 years with Woodland Park she also served as Municipal Court Clerk and provided administrative assistance to the City Manager, Mayor and City Council. Seeking a new challenge, Janell jumped at the chance to become Clerk of the Combined Court & Jury Commissioner for Teller County Combined Courts in Cripple Creek. She accepted that position in 2011 and remained there until 2015 when she decided to return to the Municipal Clerk profession and accepted the position of Town Clerk with Buena Vista. Due to family circumstances, Janell left Buena Vista in 2017 returning to her home area of Cripple Creek where she served briefly as Financial Assistant for the School Business Official and Board of Education for the Cripple Creek-Victor School District.  In 2018 the City of Cripple Creek offered her the position of City Clerk and she served there until accepting the position of Town Administrator and Clerk for the Town of Fairplay in August 2021. Janell holds an Associate’s Degree in Marketing Management, a Bachelor’s Degree in Business Administration, and a Master’s Degree in Business Administration. She is also a Certified Municipal Clerk (CMC) and is looking forward to applying for her Master Municipal Clerk certification and working toward becoming an ICMA Credentialed Manager.

Mike Foreman

Mike Foreman, Town of Monument

Mike Foreman was appointed to act as the Town Manager for the Town of Monument. He is an executive manager with over 30 years’ experience in varying aspects of local government. Mike is a graduate of the University of Texas at Arlington, with a Bachelor’s Degree in Business Administration and holds a Master’s degree in Public Administration from the University of Texas at Arlington. He has served as the City Manager of Craig, Colorado, as well as the City of Celina, Texas. Mike was recently awarded the CCCMA Manager of the Year award for 2021. Mike began his career in city management with the City of Grand Prairie, Texas, where he served as the Assistant to the City Manager. He has three kids: Megan, Michael, and Luke. In his spare time Mike enjoys travelling around Colorado and Wyoming photographing local wildlife.
