Job Summary

Under the general direction of the Clear Creek Regional Housing Authority (CCRHA) Board of Directors, the Executive Director oversees all aspects of the organization, including day-to-day operations, strategic planning, financial management, program development, and community engagement. The position is responsible for the preparation and oversight of the annual budget, grants, contracts, and conducting outreach and other initiatives to spread awareness of the Authority and its purpose. This position leads the implementation of policy and directs projects related to the development of the Authority’s long-range housing policies, housing plans, and a wide range of housing programs to ensure that the CCRHA achieves its adopted resident and workforce housing goals.

Principal Job Duties

The fundamental requirements and duties of the position are the following:

Board Relations:

Serve as primary advisor to the Board.

Report regularly to the Board, providing updates on CCRHA’s activities, financial performance, and future plans.

Collaborate with the Board to develop policies and initiatives that align with community needs and priorities.

Keep the Board apprised of special events, relevant trends, material external and internal changes, and the assumptions upon which any Board policy has previously been established.

Submit required monitoring data in a timely and accurate manner, directly addressing provisions of the Board policies being monitored.

Strategic Leadership:

Develop and implement strategic plans that align with the CCRHA’s mission, goals, and objectives.

Provide visionary leadership to guide the organization in addressing the evolving needs of the community.

Proactively proposes, evaluates, and executes residential and affordable housing strategies for implementation; projects will include both the creation of the housing itself as well as identifying future needs, attracting investors, developers, and homebuyers.

Identifies and searches out financial resources and ongoing sources of funding for the Authority’s housing programs and housing projects.

Foster a culture of collaboration, innovation, and continuous improvement among the Board and stakeholders.

Community Leadership:

Coordinate and support the services of other agencies to support CCRHA’s mission.

Educate and influence key stakeholders, residents, investors, and partners on issues related to the mission, vision, values, and direction of the housing authority.

Provide professional counsel and expertise to applicants, the public, and decision-making boards, offering solutions to complex housing issues.

Identify barriers to affordable and attainable housing in Clear Creek County and work with community partners to eliminate those barriers.

Partnership:

Establish and maintain appropriate relations with other government, non-profit, professional, and service groups in the community, including city and county officials.

Maintain necessary and effective relationships with federal, state, and local government units, including Housing and Urban Development, Colorado Department of Local Affairs, Division of Housing, Colorado Housing & Finance Authority, etc.

Engage with key stakeholders, including the partner agencies, to foster regional collaboration and address housing challenges collectively.

Represent CCRHA in regional forums and contribute to collaborative efforts to address broader housing issues.

Qualifications
Education and Experience:

BS/BA in Public Administration, Public Policy, Business Administration, Planning, Economic Development, or a related field, and a minimum of seven years of professional experience in Housing, including three years in a supervisory or management capacity. An equivalent combination of relevant education and work experience that demonstrates the necessary skills and knowledge will be considered. Experience with intergovernmental agreements, housing authority formation, or navigating public-private partnerships is desired.

Knowledge, Skills, and Abilities:

Knowledge of construction design and practices, municipal code administration, project management, and real estate development/finance.

Strong organizational and administrative skills with the ability to prioritize a dynamic work program.

Demonstrated workforce housing program administration and development.

Knowledge of the principles and practices of business and public administration.

Skilled in leading programs and people.

Skilled in working collaboratively with other agencies, peers, and the public.

Necessary Special Requirements:

Must have a valid Colorado Motor Vehicle Driver’s License
Must pass a background check: Criminal and Traffic
Conviction of a crime will not be an absolute bar to employment
United States citizenship or legal authorization to work in the United States
