Job Summary:

Under direction, the Economic Development Specialist performs a broad range of professional, administrative, community development, affordable housing, Main Street, historic preservation, communications, special events, and project coordination duties in support of City operations and strategic initiatives. This position serves as a highly flexible generalist role responsible for implementing and supporting programs related to economic development, downtown revitalization, affordable housing, grants administration, community events, communications, permitting support, and organizational projects as assigned.

The Economic Development Specialist works closely with the City Administrator to advance City Council priorities, support community partnerships, coordinate projects, and assist with day-to-day operational and strategic initiatives. The role is intended to adapt to evolving organizational needs within a small rural municipal government environment and requires a high level of initiative, organization, and public interaction.

Duties and Responsibilities:

The following duties are essential functions of the position:

  • Main Street & Economic Development (50%)
    • Assists with implementing economic development and downtown revitalization initiatives.
    • Supports Main Street programming, accreditation activities, reporting, work plans, and event coordination.
    • Serves as a City liaison to the Victor Main Street board.
    • Supports/coordinates community events, promotional campaigns, tourism initiatives, and downtown activation efforts.
    • Assists with business outreach, retention, attraction, and small business support activities.
    • Develops marketing materials, social media content, website updates, and communications related to City and Main Street initiatives.
    • Supports historic preservation, beautification, placemaking, and redevelopment efforts.
    • Assists with maintaining inventories of commercial vacancies, redevelopment opportunities, and available properties.
    • Coordinates volunteer engagement and community outreach activities related to Main Street and economic development initiatives.
    • Supports new businesses and development as a liaison to the City development process and consultant planner. 
      Represents the City at meetings, events, and regional partnership activities as assigned. 
  • Affordable Housing (35%)
    • Supports the City’s planning consultant with the implementation of affordable housing initiatives and redevelopment strategies.
    • Supports housing grant programs, redevelopment projects, and housing-related partnerships.
    • Assists with identifying funding opportunities and preparing grant applications related to housing and redevelopment.
    • Maintains inventories of vacant, blighted, or underutilized properties and assists with redevelopment tracking.
    • Coordinates with regional housing partners, developers, nonprofit organizations, and state agencies.
    • In coordination with the City’s planning consultant tracks and documents housing production, redevelopment activity, and Proposition 123-related efforts.
    • Assists with community outreach and education related to housing initiatives and redevelopment efforts.
    • Supports strategic planning efforts related to housing, redevelopment, and community revitalization.

The following duties are non-essential (marginal) functions of the position:

  • Other Duties as Assigned (15%)
    • Assists with grants administration, reporting, and project coordination related to the Colorado Main Street Program and Proposition 123.
    • Supports historic preservation initiatives, historic resource coordination, and community revitalization efforts.
    • Conducts research, data analysis, and prepares reports, presentations, and correspondence as requested by the City Administrator.
    • Assists with maintaining records, tracking systems, and operational documentation.
    • Supports City operations, special projects, meetings, and community engagement activities.
    • Assists with emergency operations, special events, and operational needs as assigned by the City Administrator.
    • Attends Council, board, commission, and community meetings as required, including occasional evenings and weekends.

Education:

  • Bachelor’s degree in Public Administration, Business Administration, Urban Planning, Political Science, Communications, Economic Development, or a related field preferred.
  • Equivalent combinations of education and experience may be considered.

Experience:

  • Minimum of three (3) to five (5) years of professional experience in local government, project coordination, event planning, economic development, housing, grants administration, communications, planning, or a related field preferred.
  • Experience working in a small organization or rural community environment is desirable.
  • Experience coordinating events, grants, or community initiatives is preferred.
  • Any equivalent combination of education and/or experience may be considered.

Certifications and Licensing Requirements:

  • Valid driver’s license and satisfactory driving record

Physical and Environmental Conditions Requirements:

Physical Demands:

  • This position performs primarily administrative and project coordination work in an office and community-facing environment associated with economic development, affordable housing initiatives, Main Street programming, community events, communications, and organizational support activities.
  • Office/administrative demands: Ability to sit for extended periods; operate a computer and standard office equipment; perform repetitive keyboarding/data entry; read and prepare reports, grant materials, correspondence, and project documentation.
  • Mobility & posture: Ability to stand and walk intermittently during meetings, public engagement, events, and site visits; occasional bending, reaching, kneeling, and stooping.
  • Lifting/handling: Ability to lift/carry typical office and event materials including files, signage, supplies, and outreach materials; frequently up to 25 lbs and occasionally up to 50 lbs with assistance/mechanical aids as appropriate.
  • Communication: Ability to communicate effectively in person, by phone, electronically, and in public settings with residents, business owners, contractors, partner agencies, volunteers, boards/commissions, and elected officials.
  • Driving/travel: Ability to operate a motor vehicle and travel locally and occasionally regionally for meetings, trainings, professional events, and partner coordination.

Work Environment:

  • Work is performed primarily in an office setting, with periodic work in public-facing environments, occasional outdoor/site-based conditions related to project coordination and City operations, and the opportunity for limited remote work as approved by the City Administrator and operational needs of the City.
  • Office environment: Typical office conditions with moderate noise levels and frequent use of computers, phones, printers, and related equipment.
  • Remote work: Limited remote work may be permitted on an occasional or hybrid basis, subject to supervisory approval, operational demands, and the ability to maintain productivity, responsiveness, and public service standards.
  • Public interaction: Periodic interaction with the public and customers related to interim responsibilities (e.g., permits, licensing, facility use requests, notices).
  • Field/site exposure: Occasional exposure to outdoor weather conditions, uneven terrain, and operational environments (e.g., project sites, cemetery coordination, utilities-related coordination).
  • Hazards/PPE: When visiting active project sites or operational areas, may be exposed to typical site hazards (dust, noise, traffic, moving equipment). Required PPE and safety protocols must be followed when applicable.

Sensory, Communication, and Cognitive Requirements:

  • Ability to read and interpret grant requirements, regulatory/compliance documentation, invoices, and financial records; maintain accurate tracking and reporting; manage multiple deadlines and shifting priorities; maintain confidentiality as needed.

Scheduling/Operational Conditions:

May require occasional evening, weekend, or after-hours work during special events, meetings, grant deadlines, emergency operations, public engagement activities, or other time-sensitive projects as assigned.

Hiring Range: $72,000.00 – $85,000.00
