The historic City of Victor, Colorado — “The City of Mines” — is seeking a detail-oriented, motivated, and collaborative Deputy City Clerk/Treasurer to join our small, high-performing municipal team. This position serves as the de facto City Clerk for the City of Victor and plays a vital leadership role in managing the City’s financial integrity and maintaining its official records.

Serving under the general direction of the City Administrator, the Deputy City Clerk/Treasurer performs a wide range of core financial and statutory clerk functions, including budget support, accounting operations, payroll, utility billing, records certification, and City Council support. This role is ideal for a mission-driven professional who enjoys meaningful work, cross-functional collaboration, and public service in a unique mountain community.

Key Responsibilities:

  • Serve as the de facto City Clerk, carrying out state-mandated clerk duties including records certification, City Seal maintenance, and Council meeting documentation
  • Manage accounts payable/receivable, payroll processing, journal entries, and financial reporting
  • Oversee utility billing and Mine Water/Liquid Waste billing systems, including coordination with external partners
  • Assist in annual and supplemental budget development across multiple funds
  • Ensure compliance with federal, state, and local accounting and payroll regulations
  • Coordinate annual audit preparation
  • Prepare City Council agendas, minutes, and official notices
  • Lead records digitization and records management efforts
  • Provide training and daily workflow guidance to administrative staff

Qualifications:
Minimum Requirements

  • Associate’s degree in Accounting, Finance, Business Administration, or related field
  • Two (2) years of professional accounting or clerk experience
    Experience with municipal accounting software (Caselle preferred)
  • Strong organizational, analytical, and communication skills
  • Ability to manage deadlines and work independently in a small-team, high-responsibility environment

Preferred

  • Bachelor’s degree in Accounting or related field
  • Municipal finance or governmental accounting experience

Equivalent combinations of education and experience may be considered.
