The Management Analyst position is designed to provide talented individuals with an interest in local government the opportunity to gain practical and diverse real-world experience in municipal budgeting, strategic planning, organizational development and project management. This position works under the direction of the Budget & Performance Manager in preparing and monitoring the City’s annual budget, strategic plan, and performance programs. The Management Analyst is also an integral team member in the design and delivery of Brighton’s Performance and Leadership Academy which teaches employees about the value of culture, the employee cycle, and continuous process improvement. This position has strong growth opportunity. The City is currently focused on building succession plans for key organizational positions. This vacancy is aimed at developing the selected individual to be a strong candidate for the Budget & Performance Manager role in the next few years.

As the Management Analyst (I/II/Senior) you must be able to perform the essential job duties:
Assist in the development and administration of the City’s annual budget.
Assist in developing and executing the City’s performance program initiatives including the Performance and Leadership Academy.
Assist in tracking and reporting progress on the City’s Strategic Plan and 5-year CIP.
Work collaboratively with departments to provide analysis and recommendations on areas of concern including budget, process improvement, and grants.
Make recommendations to the Budget & Performance Manager on budget, performance, and grant issues, policies, and procedures.
Work with departments to develop grant applications.
Provides consultative/educational support to City departments to assist in the delivery of services within the City’s adopted budget and annual Strategic Plan.
Assists the Budget & Performance Manager in preparing and presenting communications to City Management staff and City Council.
Attend City Council or other board meetings as necessary.
Ability to work on a wide range of special projects

Knowledge of theories, methods, and practices of municipal budget preparation and administration
Interest in general principles and practices of public administration, including organizational development and budgeting.
Skilled in performing research, evaluating options, and performing complex mathematical computations.
Passion for continuous process improvement and best practices, particularly as they relate to the delivery of government services.
Ability to work cooperatively with staff, elected officials, members of the public and visitors.

Management Analyst II
Bachelor’s in Public Administration, Public Finance, Public Policy, Business Administration, or a closely related field. Preferred courses of study including public budgeting, public finance, economics, analytics, policy analysis, and/or business administration. Master’s preferred. Three years of professional budgeting or policy experience, preferably in local government.
Senior Management Analyst
Bachelor’s in Public Administration, Public Finance, Public Policy, Business Administration, or a closely related field. Preferred courses of study including public budgeting, public finance, economics, analytics, policy analysis, and/or business administration. Master’s preferred. Four years of professional budgeting or policy experience, preferably in local government. One year of supervisory/lead experience preferred.
