City Engineer

The City Engineer is responsible for planning, organizing, coordinating, directing and supervising the work of the Engineering Division of the Public Works Department. This position performs highly complex program and project management that includes one or more functional areas such as design, transportation, development review, and construction, traffic engineering and planning, surveying and mapping, and general civil engineering pertaining to roadways, drainage, bridges, and railway crossings.

The hiring range for this position is $52.37 to $70.70 hourly; $108,925 to $147,049 annually

The City of Commerce City has adopted a hybrid work environment that includes remote (telework) and in-person duties. The flexibility in the assigned work schedule is subject to change based on the needs of the specific department and organization.

Essential Duties & Responsibilities

  • Plan, program and direct all City activities involving civil engineering, traffic engineering, project management, civil construction, street lighting and traffic signal maintenance, drainage and water quality, flood plain management and storm sewer system management. Closely coordinates this work with input from other departments and divisions within the City.
  • Provides supervision over a variety of professional engineering work including the review of plans and project specifications; development and updating of design criteria, construction specifications, and standard drawings for the design and construction of public infrastructure projects; preparation of project cost estimates for competitive bidding purposes; development and implementation of quality control programs.
  • Supervises and participates in the review of construction documents. Evaluates compliance with laws, ordinances, and acceptable engineering standards and recommend corrections/improvements. Reviews work of other professional staff for technical accuracy and completeness.
  • Supervises the preparation of contracts and negotiates revisions, changes, and additions to contracts.
  • Directs the preparation of project cost estimates for competitive bidding purposes.  Develop and implement quality control programs.
  • Supervises and researches studies, plans, designs, recommends, and executes various transportation issues.
  • Researches and provides technical expertise in roadway and bridge design; traffic engineering; drainage; and contract, construction, and right-of-way management.
  • Serves as or oversees the floodplain administrator for the City and oversees the City’s participation in the National Flood Insurance Program and required reporting
  • Supervises the administration of the City’s Stormwater Pollution Prevention Plan for Phase II Municipal Separate Storm Sewer System compliance.
  • Assists in the implementation of the City’s Comprehensive Land Use Plan
  • Assists in the implementation of City adopted planning documents, specifications, codes, permits, and impact fees.
  • Considers the costs and benefits of potential actions to choose the most appropriate solution
  • Administers surveying, engineering, and construction contracts for legal conformance
  • Prepares and evaluates requests for proposals relating to projects requiring contract engineering and construction work
  • Develop plans and formulates solid decisions and recommendations that have a major impact on City policies and procedures, and professional engineering and managerial activities
  • Signs and seals plans, specifications, and construction documents as licensed PE
  • Establishes and maintains systems and procedures for professional and construction contract control and administration.
  • Testifies in court as necessary and may act as an expert witness on engineering topics
  • Prepares and administers the Division budget; tracking costs and approving expenditures. Responds to complex questions and public inquiries and provides timely responses
  • Considers problems from numerous points of view and looks for solutions that will satisfy stakeholders

Essential Supervisory Duties

  • Prepares timely performance evaluations that clearly define expectations
  • Documents performance and holds staff accountable to meet or exceed expectations
  • Prepares and conducts coaching plans on a regular basis
  • Mentors staff and identifies training opportunities to maximize performance
  • Monitors training outcomes based on established training standards and requirements
  • Supervises the Development Review Manager, Capital Improvement Project Manager, and Transportation Engineer and assists with the management of other professional staff including overseeing the hiring process, training and development, performance appraisals, promotions, demotions, disciplinary actions, and terminations.
  • Schedules staff, assigns and supervises work, prioritizes programs and projects and effectively uses available resources to accomplish objectives
  • Develops and implements department policies, procedures, levels of service and performance expectations
  • Utilizes and develops the talents of staff
  • Encourages participatory decision making when appropriate

Performs other duties as assigned

Minimum Qualifications

Bachelor’s degree in Civil Engineering from an ABET accredited institution or closely related field and at least seven (7) years of progressive engineering experience including at least four (4) years of supervisory or lead experience. An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered. Must be registered as a Professional Engineer in the State of Colorado. Must possess a valid driver’s license. Certification as a Floodplain Manager and as a Professional Traffic Operations Engineer in the state of Colorado is highly desirable.  A Master’s Degree in Engineering or Administration is desirable.

  • Expert knowledge of the standards and regulations governing capital transportation and drainage projects and project safety

  • Exposure to Environmental Conditions: Position generally works in an office setting with overhead lighting and long periods of screen time. May be exposed to extreme heat, cold, dry, wet, odors, smoke, loud noises, vibrations, dust or intense light, and traffic when doing field-work, surveying or working at construction sites
  • Schedule: Position generally scheduled Monday – Friday; occasionally weekend work. Will require attendance at evening meetings, council sessions or after-hour events and off-site meetings.
  • Additional Working Conditions: Will be required to visit external, non-city work sites with the City having limited control over the work environment
