What Success Looks Like In This JobThe County Manager’s Office of Adams County Government, based in Brighton, CO, is looking for an Administrator of Long-term Recovery & Major Initiatives to identify and develop county-wide efforts, beginning with long-term economic and community recovery from the COVID-19 pandemic. This leader is the project lead of a multi-disciplinary response, working with the County’s Community Recovery Working Group, as well as community stakeholders.

This position will convene stakeholders from within the County organization and in the community to work toward a strong recovery, focusing primarily on housing stability, business support and equitable access to resources. It will equip our local cities and towns with tools, processes and best practices to address the recovery and transformation of our post-pandemic communities with a focus on civility and equity.

The position will also coordinate and develop major initiatives and other special projects as assigned by the Executive Leadership Team. Strong capabilities in flexibility, creative and strategic thinking, stakeholder engagement, problem-solving, and program development are some of the necessary assets for this role.

  • Performs highly responsible technical and administrative work, conducting or overseeing a variety of complex and sensitive assessments of County operations, as well as initiatives having regional or community relations impacts, at the direction of the County Manager and/or Executive Leadership Team.
  • Responsible for researching, proposing, developing, and/or managing a wide range of strategies, projects, and initiatives in support of the County’s mission, vision and goals, starting with the long-term recovery from community disruption caused by the COVID-19 pandemic.
  • Responsible for the day-to-day management of the County’s Community Recovery Working Group.
  • Manages COVID-19 community recovery efforts on behalf of the County, including tracking, reporting and outreach.
  • Responsible for coordinating community recovery activities with appropriate County departments and offices, as well as public stakeholders, such as local non-profit agencies, faith-based organizations, municipalities, state agencies, coalitions and other key stakeholders as identified.
  • Responsible for coordinating response efforts with existing programs related to emergency response and recovery, public and environmental health, housing stability, community equity and financial well-being.
  • Evaluates evidence-based findings and analyzes information that can inform options for county and community-level policies, programs and services that promote economic and general recovery within the community.
  • Conducts cost-benefit analysis of proposed policies, programs, and services to provide a resource context to proposed opportunities.
  • Identifies and leverages resources as needed for recovery efforts and other major initiatives, including private and governmental sources.
  • Implements and completes a variety of special projects as assigned.
  • Uses information technology in accessing, collecting, analyzing, using, maintaining, and disseminating data and information.
  • Maintains knowledge and ability to communicate relevant policy, funding and regulatory actions being analyzed or proposed by federal and state legislative bodies and agencies.  
  • Prepares a variety of reports, tabular and narrative, as required.  
    Prepares staff reports and presentations for the Community Response Working Group, Executive Leadership Team and the Board of County Commissioners related to community recovery and other major countywide initiatives.
  • Performs other related duties and responsibilities as required.

  • Minimum of five (5) years of progressively responsible experience managing or supervising major community recovery efforts or other similar major public initiatives.
  • Experience in long-term recovery from major community disruption (e.g. natural disaster, public health emergency, major economic downtown, etc.) highly desired.
  • Education and Training: Bachelor’s Degree in Social Work, Political Science, Public Administration, Strategic Management/Planning or related field. 
  • Significant demonstrated experience may substitute for some or all of the educational requirement.
