Federal and State Funding Opportunities for Energy Efficiency & Renewable Energy
Kate Sipla, Schneider Electric and Eric Lowe, Colorado Energy Department
Kate will cover federal grants and programs that municipalities can qualify for. Eric will speak to state programs such as the Energy Efficiency Conservation Block Grant, Community Pollution Reduction Grant, and other state incentives for electric vehicle infrastructure, energy efficient appliances, electric heating equipment, and more.

Strategic Synergy: Empowering HR Directors and City/County Administrators to Master the Art of Collaborative Contract Negotiations-Part 1
Jennifer Hoffman & Niki Macklin, City & County of Broomfield
Broomfield City and County Manager, Jennifer Hoffman has more than 20 years of service to Broomfield in various capacities, starting in 1999 when the city and county transition began as the Director of the Combined Courts. From there Hoffman led and directed state/federal government lobbying efforts, before assuming the newly created position of Assistant to the City and County Manager responsible for overall city/county-wide management functions as well as continued lobbying efforts. In 2013, Hoffman assumed the position of Director of Communications and Governmental Affairs before being promoted to Assistant City and County Manager in 2015, and eventually to City and County Manager in 2019. Co presenting with City and County of Broomfield HR Director, Niki Macklin who has nearly 25 years of HR experience, over 20 of which have been in the public sector. Niki and Jennifer have formed a strong strategic partnership which has led to great success for the organization and was incredibly beneficial in the employment contract negotiations between Council and Hoffman.
A training on “Strategic Synergy: Empowering HR Directors and City Managers to Master the Art of Collaborative Contract Negotiations with City Councils” is an informative, engaging, and practical session. It will cover key concepts, strategies, and best practices to enhance the negotiation skills of HR directors and city managers

Frank’s career in local government has spanned over 40 years, including being a City Arborist, County Forester, Solid Waste Manager, County Manager, Town Administrator, and a Town Trustee. He is currently serving as a Senior Advisor for CCCMA/ICMA.
This session will provide ideas, techniques, and practical stories to help local government managers navigate the challenges of public service at the local level. An experienced whitewater raft guide, his perspective and philosophy of public service is seasoned by his time running rivers professionally and privately throughout the West.

Slate Communications is a public relations and marketing firm that works exclusively with local governments. Combined, Kim and Ryan bring more than 50 years of experience and decades of local government communications expertise. They have presented at the Colorado City County Managers Association Annual Conference, Alliance for Innovation Labs, Colorado Communications and Utility Alliance Conference, Colorado Parks and Recreation Association Annual Conference, Govapalooza, and the City-County Communications and Marketing Association Annual Conference.
Ryan is originally from Tucson, AZ but has spent the greater part of his career working in rural Colorado. He started his career with the Town of Buena Vista as their first full-time planner and after a few years was given an opportunity to become the Administrator. Following his time in Buena Vista, Ryan was the Town Manager in Dolores, CO and the Development Services Director in Marana, AZ. Ryan moved to the Roaring Fork Valley in 2017 when he accepted an offer to become the Town Manager of Basalt.

Colorado Economic Outlook
Richard Wobbekind, University of Colorado
Richard L. Wobbekind is Executive Director of the Business Research Division, Associate Professor of Business Economics and Finance, and Senior Associate Dean for Academic Programs at the Leeds School of Business at the University of Colorado Boulder. He joined the faculty at the Leeds School of Business in 1985, and has served as an Associate Dean since 2000. As Faculty Director of the Business Research Division his responsibilities include developing an annual consensus forecast of the Colorado economy and performing various economic impact assessments of the Colorado economy. Wobbekind also produces the quarterly Leeds Business Confidence Index for Colorado. Rich is the past president of the National Association for Business Economics. He participates annually in the Kansas City Federal Reserve Bank Regional Economic Roundtable.
