SUMMARY OF POSITION:
The Housing Innovation and Support Manager is responsible for establishing and operationalizing the Hayden Municipal Housing Authority (HMHA). This role leads the development and implementation of community housing programs, supports the creation and preservation of affordable housing units in Hayden, and creates the systems, policies, and processes necessary for housing asset ownership and administration. The position will also develop and perform the administrative functions of property management for HMHA-owned assets.
This is a limited-term, grant-funded position with an anticipated duration of two (2) years, subject to renewal based on performance and continued funding if available.
JOB RESPONSIBILITIES:

Housing Authority Development & Leadership
- Establish and operationalize the Hayden Municipal Housing Authority, including governance, policies, programs, and partnerships.
- Implement housing initiatives in alignment with adopted plans and HMHA Board direction.
- Serve as the Town’s lead staff liaison on housing strategy and initiatives.
- Develop and execute an annual housing work plan with measurable outcomes.
Program & Strategy Implementation - Design and implement workforce and affordable housing strategies, including policy development, program modifications, and funding alignment.
- Lead community outreach, stakeholder engagement, and public education efforts.
- Identify housing needs, track key data, and report on program performance.
- Support broader community development initiatives across West Routt.
Property Management
- Develop and implement a property management framework for HMHA-owned assets.
- Perform ongoing administrative functions including leasing oversight, compliance, reporting, and recordkeeping (excluding maintenance).
- Maintain deed-restricted housing inventory and ensure compliance.
Finance, Funding & Development
- Identify, pursue, and manage funding sources, including grants (e.g., CDBG, HOME) and partnerships.
- Prepare and evaluate financial pro formas, funding strategies, and project feasibility.
- Advise on housing-related financial tools.
Partnerships & Coordination
- Build and manage relationships with local, state, and federal partners, developers, and community organizations.
- Coordinate with boards, commissions, and regional stakeholders.
- Oversee consultants, contractors, and project partners as needed.
Data Collection and Reporting
- Develop and maintain a comprehensive housing data system to track key metrics, including housing inventory, affordability levels, deed-restricted units, and program outcomes.
- Collect, analyze, and report data to support planning, policy development, and decision-making.
- Ensure accuracy, consistency, and compliance in all housing records and reporting requirements.
- Prepare regular report and presentations for internal leadership, boards, and external stakeholders.
- Monitor trends and performance indicators to inform housing strategies and program adjustments.
