In this interactive session, Tami will talking about trends in law enforcement liability and what’s happening in the insurance market for Law Enforcement Liability coverage. She’ll talk about what CIRSA’s doing, and what governing bodies and managers can do, in these turbulent times. And you’re invited to share your concerns, as well as your thoughts on other ways that risk management resources can be used to address this expanding area of liability.
Tami Tanoue was previously in private practice with the firm of Griffiths, Tanoue, Light, Harrington & Dawes, where she served CIRSA as its contract General Counsel and was City or Town Attorney for several Colorado municipalities. Prior to that, she was Staff Attorney for the Colorado Municipal League.

How to Negotiate Your Employment Agreement
In this session participants will hear and learn about negotiating the finer points of an employment agreement between the Manager and the Governing Body. The boilerplate ICMA Employment Agreement will be used as a base document. Understand current Colorado law regarding severance and how to negotiate it to your advantage. Other seemingly minor, but important benefits (education funds, membership expenses, etc.) Finally, how to take the initiative (in a nice way) in the overall negotiations of the Agreement.

ICMA Regional Director (retired Manager)
Karen Daly is a former city manager with over 30 years of service to 5 Texas cities. As a mother with young children, she negotiated an employment agreement which made her more successful in both of her roles. Karen works with ICMA’s Managers in Transition and has lots of lessons learned by keeping your exit strategy in mind as you start your job.
Amber participated on the ICMA Model Employment Agreement Task Force and presented on this topic in 2020 on behalf of the Task Force at ICMA. Amber is the Assistant City Manager for the City of Durango and served as Interim City Manager Oct 2019 – Sept 2020.
