The Community Development Manager offers excellent communication and customer service to staff, citizens and developers, and must be able to communicate effectively via email, telephone and in person. They are responsible for creating and preserving professional relationships with the building community, residents, businesses, developers, state agencies and other governmental organization. A high level of skill, tact and diplomacy is needed in the position on a daily basis. 

Salary Range: 

$70,066 – $99,914 plus benefits package. 


Manages and participates in the development and implementation of goals, objectives, policies and priorities of the Town of Bennett and the Community Development Department including building and development permit oversight, planning and zoning, GIS mapping and code enforcement. 

Essential Duties and Responsibilities:

• Develops effective working relationships and acts as liaison to Town’s Economic Development and Planning Department, the Town Engineers, the Town’s Chief Building Official and Bennett Fire Protection District, as well as other staff members and outside agencies on development plans.

• Accepts Land Use and Building Permit Applications ensuring completeness.

• Inspects or assists with the inspection of properties and sites as requested for building and site improvements (e.g. fences, signs and landscaping, etc.).

• Answers inquiries from and advises property owners and business owners on Town development application processes and requirements.

• Assists the Town’s Technology Division in administering the Town’s building permit and development software platform. Currently, the Town uses the SmartGov platform.

• Ensures processes and documents being referred to the Board of Adjustment, Planning and Zoning Commission and Board of Trustees are accurate and complete for the Town Clerk.

• Works with the counties and other outside agencies to ensure current and accurate information for the GIS Mapping program.

• Researches existing ordinances and makes recommendations for new ordinances for the Town of Bennett, including needed updates to the Building Code.

• Conducts research and data analysis, and makes recommendations for special projects for the Department and Town.

• Participates in various Town sponsored community events, such as Bennett Days and Trunk or Treat, to build a stronger sense of community.

General Qualifications and Competencies: 

General Ability: 

Interpret and apply Town policies, procedures, laws and regulations relating to assigned activities. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations. Establish and maintain cooperative working relationships with those contacted in the course of work. 

Language Ability: 

Ability to read, analyze, and interpret general periodicals, professional journals, technical procedures, or governmental regulations. The position will require the individual to demonstrate the writing skills necessary to write reports, correspondence and procedure manuals. Ability to effectively present information and respond to questions from management, clients, customers, and the general public. 

Math Ability: 

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. 

Reasoning Ability: 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. 

Computer Skills: 

The position will require the individual to demonstrate a proficiency in the knowledge and use of Microsoft Office Word, Excel, PowerPoint, general accounting software, Google Apps and the Internet. Ability to use standard office equipment, computer equipment and software including word processing, data base management, spreadsheet applications and electronic mail.

Bachelor’s degree in a related field; three (3) to five (5) years related experience and training; or equivalent combination of education and experience. Experience in government application processes, the commercial or residential construction industry, or other similar fields is preferred.
