The mission of the Department of Strategy and Performance is to foster a transparent, accountable, performance-based culture by guiding strategic planning, overseeing performance management, and facilitating process improvement in Arapahoe County Government. The Department serves as the stewards and lead facilitators of Align Arapahoe – the County's coordinated efforts in strategy, performance, and process improvement. This is a highly visible position that works closely and collaboratively with staff at all levels and across multiple Departments and Offices to plan, implement, and evaluate strategy, performance, and/or process improvement activities throughout Arapahoe County Government.

Duties:
•Serves as an internal consultant for process improvement by collaborating with, advising, educating, coaching, and/or facilitating teams in the completion of process improvement projects
•Manages, maintains, and enhances the County's scorecard, scorecard processes, and scorecard reporting process as part of Align Arapahoe
•Manages a portfolio of projects which can require providing development, implementation, facilitation, coordination, expertise and guidance, analysis and recommendations, organization, or consultation
•Oversees the operational scorecard maintenance process by counseling departments and offices in the development, management, and reporting of meaningful performance measurements
•Cultivates and maintains effective working channels across various organizational units and positions without formal authority by fostering an active network of open, candid, and trusting relationships with individuals, teams, and offices/departments
•Effectively researches, organizes, and analyzes data--especially strategy, performance, and process information--to draw conclusions and make recommendations to stakeholders
•Translates broad themes or ideas into specific goals, objectives, initiatives, measures, and/or action plans; identifies and evaluates strategy for the County as a whole with respect to the roles and interrelationships of all organizational functions and outside drivers
•Oversees training of County employees on strategy, performance management, and/or process improvement
•Conducts the planning, delivery, and evaluation of the County's Annual Leadership Workshop
•Manages performance reporting tools for Arapahoe County

Requirements:
Education and Experience:
•The equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a closely related field is required.
•A master's degree is strongly preferred.
•Process Improvement Certification (Lean, Six Sigma, TQM, Denver Peak, etc.) preferred.
•At least four (4) years of experience analyzing work processes/problems and recommending solutions
•An internship in relevant field preferred if no experience.
•A combination of educational and professional work experience will be substituted on a year-for-year basis to equal the 8 years of combined education and experience required.

Pre-Employment Additional Requirements:
•Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.

Post-Employment Requirements:
•Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.
•Work locations and facilities are subject to change based on business need.

Salary: 
$56,914.00 - $85,956.00 Annually
