SUMMARY:
Under direction, supports the organizational development and policy planning process through the City Council Work Plan, Community Facilities Plan, City Budget, and levels of service, performance and productivity efforts. Collaborates with City departments to provide operational and budgetary support with the goal of efficiently and effectively delivering the approved levels of service to the community.

ESSENTIAL FUNCTIONS:

Assists with the City organizational development and policy planning process. Provides a high level of consultative support to City departments to assist in the delivery of approved levels of service. Develops an understanding of operations and remains knowledgeable of initiatives, challenges, and best practices. Identifies community or organizational issues and assists departments to address issues. Conducts research, analyzes data, evaluates efficiency and effectiveness, and makes recommendations to improve operations. Coordinates performance measurement and benchmarking efforts, including production of the Accomplishments Report. Leads cross-departmental groups to address issues or complete projects. Performs special studies and analysis of current and proposed projects and activities. Supports development, execution, and reporting of the City Council Work Plan. Coordinates the collection and consolidation of information from departments. Edits and refines information to ensure that documents and reports are clear and accurate. Connects the Work Plan priorities to the City budget and communicates priorities to the organization. Supports development, execution, and revision of the Community Facilities Plan. Conducts research and drafts report sections. Gathers and integrates information from departments into the Community Facilities Plan. Coordinates discussion and review with departments. Connects the Community Facilities Plan priorities to the City budget and communicates priorities to the organization. Supports development of the City budget. Assists in creating and distributing budget preparation forms and guidelines. Assists departments with budget preparation and interpretation of guidelines. Coordinates the personnel budget and internal service fund allocations. Collects, reviews, verifies, and analyzes submitted budgets, reviewing for completeness, sufficiency, and adherence with the City Council Work Plan and Community Facilities Plan. Assists in developing the budget recommendation, including meetings with the Senior Leadership Team. Assists in presenting annual budget to the City Council, and in preparing Council deliverables, communications, resolutions, and ordinances. Schedules, conducts or attends public hearings or meetings on the budget. Prepares the Annual Budget Book and Budget Brief, ensuring that all State requirements are met. Coordinates application for the Government Finance Officers Association (GFOA) Distinguished Budget Award. Supports management of the City budget to assist in the delivery of approved levels of service. Provides support to City departments and answers questions. Completes budget projections to track expenditures against the adopted budget. Reviews ongoing Citywide expenditures associated with fuel, vehicle maintenance, utilities, and other items. Assists in management of the capital improvement project budgets. Assists in management of the City financial models. Tracks filled and vacant positions. Completes budget transfers. Resolves budgetary issues with departments. Supports audit of the budget, reviewing expenditures against the adopted budget and identifies discrepancies. Represents the Management and Budget Office at a variety of meetings and initiatives. May represent the Management and Budget Director in meetings with other departments and outside parties. May lead, train, assign, direct and review the work of other employees as needed. Performs other duties as assigned.

QUALIFICATIONS:
Education/Experience:
Bachelor's degree in Business Administration, Public Administration, or related field from an accredited college or university; Master's degree preferred. Two years of previous experience in municipal accounting, finance, or budget. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:
Valid Colorado driver's license with a safe driving record.
